Actually, this year has the highest average goals per game (2.99) in the group stage since the current 32-team format started back in 1998.

Close behind is the thrilling 3-3 draw between Austria and Algeria on June 28, which saw stoppage-time goals from Riyad Mahrez and Sasa Kalajdzic. That game scored a solid 9.0/10.
The Netherlands had two highly-rated games too: a 2-2 draw with Japan on June 14 and a dramatic penalty shoot-out loss to Morocco, which included a last-minute equalizer from Issa Diop. Both games scored 8.8.
As for the lowest-rated match, the 0-0 draw between Australia and Paraguay on June 26 didn’t excite fans much, earning just 4.8/10.
England’s games have been a mix. Their 2-0 win over Panama on June 27 wasn’t the most thrilling, getting an average score of 6.8/10.
Other popular games include Morocco vs. Haiti (8.6), Brazil vs. Japan (8.6), Germany vs. Paraguay (8.5), Norway vs. Senegal (8.5), and Argentina vs. Algeria (8.5).
